Mr. William F. Holmes

Bill Holmes is President of Employment Advisory Services, Inc. (EASI), a consulting firm affiliated with EEAC and the Washington-based labor law firm of NT Lakis. Bill began EASIís affirmative action and compliance practice in 1990. He and his colleagues now oversee the development of over 10,000 affirmative action programs per year for clients throughout the United States. Bill and a staff of technical experts also provide consulting services in the design of databases and programs to evaluate EEO and other aspects of human resources practices.

As the Senior Policy Fellow of EEAC, Bill is a frequent presenter and faculty member for EEAC programs and seminars and is an author of many EEAC memoranda and resource materials.

Prior to joining EEAC, Bill was Vice President of Equal Opportunity Programs for Bank of America, responsible for the Bankís nationwide compliance with EEO and affirmative action program requirements. He began his career at the US Department of Labor, working for several DOL agencies between 1972 and 1985. Among his positions at DOL was that of a principal author of OFCCP regulations and policies.

Bill holds both Bachelorís and Masterís degrees from the University of Maryland, College Park.
